1.Introduction

The Office of the Government is a ministerial-level agency in Vietnam that serves the Government and the Prime Minister.

The Office functions as the central advisory body to the Government, assisting in the organization of overall governmental activities. It supports the Prime Minister (and Deputy Prime Ministers) in monitoring, directing, and managing the operations of the Government and the state administrative system from central to local levels. The Office is also responsible for securing information to serve the Government and Prime Minister’s supervisory purposes, providing official information to the public in accordance with national law, and ensuring the logistical and technical conditions for the operations of the Government and the Prime Minister.

2. Requirements

As a critical government body, the Office of the Government requires an absolutely secure and stable network system to ensure uninterrupted 24/7 operations and internal information access from the internet. The existing network architecture comprises two entirely separate subsystems: one for internal use and another for internet access. This dual-system model introduces several limitations, including:

  • Decentralized management;
  • Two independent systems, leading to higher infrastructure investment costs;
  • Elevated operational and maintenance expenses.

3. Solutions

Leveraging its expertise, ITC JSC, in collaboration with engineers from Viettel Group, provided consultation, design, and implementation of a desktop virtualization solution for the entire network infrastructure of the Office of the Government.

The solution is a comprehensive system integrating strengths from multiple vendors, including: virtualization infrastructure (Cisco servers, EMC storage devices), VMware virtualization platform, and security solutions from global leaders such as Trend Micro, McAfee, and Radware.

4. Delivered Benefits

The system was designed to deliver numerous benefits for the Office of the Government, including:

  • Provision of 1,400 virtual desktop infrastructure (VDI) sessions for 700 users;
  • A unified physical infrastructure with completely isolated virtual environments, ensuring security and confidentiality;
  • Simplified system operations and management;
  • Reduced investment, operational, and maintenance costs;
  • Enabled remote work capabilities and support for handling tasks from outside the office.
